The global objective of this assignment is to provide adequate support to the Planning and Aid Division (PAD) in the Ministry of Finance and to the Nauru Utilities Corporation (NUC) for the implementation of the activities related to the Energy Efficiency and Renewable Energy sector.

The specific objectives of this assignment are including providing a technical support for the implementation of the project of replacement and upgrading of the national grid transmission and distribution network and for the construction of a new line across the island, providing a technical support for the implementation of the project of supply and installation of renewable energy generation plant, and providing a training and capacity building in the area of transmission and distribution maintenance and in the area of generation efficiency and maintenance of solar plants in accordance with international standards.

We provided a support for the implementation of projects of (i) replacement and upgrading of the electrical transmission and distribution network, (ii) the construction of a new line across the island and (iii) the supply and installation of renewable energy generation plant by conducting the non-exhaustive list of services that were focused on providing advice to the PAD on the administrative and technical work and responsibilities of the NAO related to the implementation of the energy supply and installation projects, including procurement, contracting, payments, and other project related documents and procedures in line with the provisions of the EDF 11 Programme Estimate for Nauru and the grant contract between the NAO and NUC, organisational and technical support and advisory to PAD, NUC and other relevant stakeholders for the 11th EDF focal sector activities, support the PAD and NUC in the establishment of regular coordination meetings with the NAO and with implementing partners, contractors and other stakeholders for the implementation of energy projects, assisting in drafting the evaluation of tenders for the 11th EDF, assisting in preparing the energy supplies, installation/labour contracts for the 11th EDF in coordination with PAD and NUC, assisting in supervision of energy supplies and installations implementation for the 11th EDF in coordination with PAD and NUC, assisting with the identification of further priorities for EU support to Nauru in the context of the next round of EDF programming, based on the lessons learned and experience with the implementation of EDF 10 and 11, assisting PAD on financial activities related to the focal sector: payments, supporting documents requirements, periodic monitoring and reporting, etc., providing training and capacity building to personnel supporting the NAO office and the NUC in the area of electrical transmission and distribution maintenance and in the area of generation efficiency and maintenance of solar plants in accordance with international standards.
