The Asian Development Bank approved the provision of capacity development technical assistance for Institutional Strengthening of National Energy Management Committee in Energy Policy and Planning to the Government of Myanmar to strengthen the ability of the National Energy Management Committee (NEMC) to prepare policies and strategies in the energy sector.
The services we provided for this assignment included conducting participatory consultation activities within the NEMC in order to determine issues and areas requiring strategic and policy advice and action plans for the overall energy, energy efficiency, and renewable energy, designing, organizing, facilitating and documenting public stakeholder discussions with a range of stakeholders, including civil society, ensuring that they follow ADB models of good practice for consultation, setting up the coordination mechanism among the eight concerned ministries in formulating overall energy sector policy, strategy, and planning; promoted energy efficiency and renewable energy development, including development of institutional development plans and identification of support needed and action plans, reviewing the existing energy sector laws, policies, and strategies and finalized energy policy and strategy papers, preparing a long-term oil and natural gas development strategy, including natural gas pipeline rehabilitation and expansion plan, conducting workshops, seminars, and conferences for the MOE, conducting institutional development activities, proposing new policies, systems, and procedures for consideration to the MOE/NEMC, in line with institutional development objectives, preparing a capacity development plan and an assessment, strategy, and road map (ASR) for the energy sector, including power sector, together with the renewable energy expert and the energy efficiency expert, procurement of necessary equipment under the TA, in accordance with ADB’s Procurement Guidelines, and preparing reports assessing the implementation progress.
