The main objective of this TA operation is to assist the EIB in preparing Public Sector Digital Transformation in Armenia that meets the EIB requirements for financing, and pre-identify beneficiary public administrations and sub-projects before finance contract signature in order to improve project quality and ensure timely project implementation. As part of the project, the “IT capacity and digital transformation investment plan” of the involved public administrations should be reviewed and summarised in a standardised fact sheet. This document, should notably include the Administrations IT organisation, capacity, systems used, ongoing projects, plans, infrastructure and required investments). The Public administrations plans should be analysed considering current financing resources and an increase of financial resources provided an EIB financing. Furthermore, it is intended to develop an IT infrastructure review and high-level investments requirement for the involved public administrations.
As a result of these activities, the fact sheets were consolidated into a “public administration digital transformation investment plan”; which are the target output of the assignment. An MS PowerPoint document (or an electronic document in compatible format) will be prepared in both English and Armenian language to present the result of the study. The project is 100% financed by the Eastern Partnership Technical Assistance Trust Fund (EPTATF), through a grant approved by the EPTATF Contributors’ Committee.
We provided the following services for this assignment that included identification of public administrations to receive EIB financing based on capacity and ability to implement the project, evaluation of investment requirements over a 3 years period, preparation of a preliminary list of eligible investments for each public administration, and provision of initial guidelines regarding future digital transformation projects in the public sector.
