The objective of the assignment is to produce a primer on ZCBs (Zero Carbon Buildings) that provides the WBG, its clients (low- and middle-income countries), and other key stakeholders with insights and recommendations on how to shift towards ZCBs in WBG and client government projects and programs. The assignment will also include a presentation of the insights and recommendations to the WBG and client audiences.
The assignment will include (a) development and production of a primer on ZCBs and (b) delivering one presentation of the key insights and recommendations from the primer in a (virtual) event organized by ESMAP. The primer is expected to be about 100 pages long, with the first part focused on compiling and synthesizing existing information (introduction and importance of decarbonization of buildings; overview of ZCB concepts; key ZCB design elements; ZCB definitions in selected countries; overview of ZCB certification schemes; and overview of policies, regulations, and initiatives in countries actively pursuing ZCBs) and the second part focused on recommendations to the WBG and its clients (good practice policies and regulation for ZCBs; recommendations for implementing ZCBs; costs and benefits of ZCBs; case studies with lessons-learned). The following tasks are envisaged in carrying out the assignment.
We provided services by elaborating on Primer in terms of ZCB concepts, ZCB design elements, ZCB definitions in selected countries, ZCB certification schemes, policies, regulations and initiatives on ZCBs, Good practice policies and regulation, recommendations for implementing ZCBs, financial and economic impacts of ZCBs including 5 case studies of ZCB buildings including the five typologies of single family, multifamily, office, school and hospital. In the end, we delivered draft inception report and final inception report, draft ZCB primer, revised by WBG internal peer-review, draft comments-matrix based on comments from WBG internal peer-review, revised comments-matrix, revised final ZCB primer, input to copy edit and final design, and presentation slides of 1 presentation.
