GIZ's energy projects in Ethiopia supports the improvement of access to modern energy services in Ethiopia. The EnDev Global Partnership, which is currently financed by six donor countries: the Netherlands, Germany, Norway, United Kingdom, Switzerland and Sweden is among the largest projects but in recent years, additional energy projects have been added to the portfolio. The energy program in GIZ Ethiopia aims at implementing transparent monitoring, evaluation and verification system that delivers reliable and traceable numbers for EnDev. In addition, the other energy access programs is increasingly requiring qualitative monitoring and evaluation of sector-wide impacts.
The program saw the need to organise and document the monitoring, evaluation and verification processes adjusted to the specific approaches of each of the programme's components by intervention area and the respective donors.The Consultancy therefore authorised to make a risk assessment for the monitoring, evaluation and verification process to propose better ways and tools to optimise the existing monitoring, evaluation and verification process as well as produce a guideline manual with the details of procedures for each intervention area.
The overall objective of the consultancy contract was to prepare and produce a structured guideline manual for the monitoring, evaluation and verification processes customised to the different project’s context.
Under the supervision and overall guidance of the GIZ M&E coordinator and advisors, and in close collaboration with the relevant team of the project, DEM performed the following services: Evaluation of existing M&E systems including the indicators and areas within the M&E systems that can have downsides, comprehensive situational and risk analysis of the proposed Monitoring, evaluation verification processes including interviews with project managers, present the guideline manual for GIZ energy projects in Ethiopia adapted to the current portfolio of projects. As the portfolio continously evolves, the manual has been developped as a living document that is easy to update by GIZ's M&E Team.
