EnDev applies factors to it's project results to include the additionality of EnDev's support and the longer term sustainability of the achivements in EnDev results reporting. In some cases, results are achieved in partnership with other donors, and to this end an additionality-factor is applied to avoid double counting.
EnDev contracted DEM to develop a standardized methodology/approach for EnDev to determine country- and technology specific values for each of these three factors (Additionality, Attribution and Sustainability) at higher aggregated level, and test the methodology on specific use cases.
DEM developped a methodology document and a guideline manual as well as a tool to establish the factors in the future. As part of DEMs contribution to EnDev, the factors was renamed "Results factors" to replace the previous term "Monitoring correction factors".
Tasks included:
- Review of International Best Practice
- Review of existing EnDev practice
- Development of draft methodology
- Refinement of methodology in partnership with EnDev HQ using country test cases
- Finalise methodology document
- Develop guideline manual and presentations
