The aim of the project is to improve the effectiveness of European action1 in Côte d'Ivoire while promoting the cross-cutting objectives of the European Commission (environment and climate change, rights-based approach, rights of people with disabilities, rights of indigenous peoples and gender equality), by pressing : i) the implementation and follow-up of the Team Europe Initiatives, including in terms of coordination between the different members of the TEIs and between the three TEIs (Sustainable Cocoa, Low Carbon Transition, Peace and Stability); ii) coordination and dialogue on sectoral policies with Ivorian interlocutors as well as coordination with other technical and financial partners; iii) the visibility and communication trappings of the TEIs.
1. Coordination and monitoring of TEI implementation
- Facilitate operational coordination within each TEI in close cooperation with the coordinator of each TEI3, and horizontally between the different TEIs.
- Contribute to discussions on the three TEIs at the level of Heads of Mission (“political steering”), as well as at the level of Heads of Cooperation;
- For each TEI, regularly update (or supplement if necessary) the concept note, the logical framework, the mapping and the budget on the basis of the versions already adopted;
- Facilitate the regular monitoring of TEIs, including their financial aspects, and any activities evaluation of TEIs;
- Organize and participate in any field mission useful to facilitate the monitoring of the TEIs;
- Contribute to the periodic reporting of the three TEIs, including the reporting planned from the intervention frameworks already adopted, including the achievement of NDICI targets, among others those in terms of gender, in connection with the Gender Action Plan (GAP ) III EU and Country Level Implementation Plan (CLIP) for Côte d'Ivoire;
- Provide recommendations for improving the coordination of the TEIs and feed into any future discussion with a view to contributing to the alignment of EU and Team Europe programming with the TEIs.
2. Coordination and political dialogue with Ivorian interlocutors and coordination with other TFPs In close cooperation with the Delegation and EU Member States:
- Contribute to the preparation and follow-up, for aspects relating to the three TEIs, of the dialogue on sectoral policies between the EU and its Member States and the Ivorian institutions;
- Contribute to the preparation and follow-up, for aspects relating to the three TEIs, of the dialogue between the EU and its Member States and other relevant Ivorian interlocutors, namely the private sector and civil society;
- Contribute to the coordination between the TEIs and any other relevant initiative, in particular, the initiatives of other donors, including international financial institutions, from the meetings of the various Sector Thematic Groups to the meetings of the Heads of Missions (if and when relevant);
- Contribute to the organization of any other meeting and/or relevant thematic workshop for the implementation of TEIs with Ivorian partners and other donors;
- Contribute to any relevant reporting for TEIs (eg COMOREX and others).
3. Visibility and communication trappings of the TEIs
- Contribute to the drafting of a communication strategy/plan for the TEIs to fit into the broader framework of the EU Delegation's and TEI members' Strategic Communication Plan;
- Facilitate coordination between members of TEIs for the implementation of the activities of joint communication and visibility on TEIs;
- In coordination with the "communication" consultant contracted by the EU Delegation, contribute to the definition of communication and visibility material for the TEIs as well as any relevant communication/visibility event for the TEIs 4.
