The global objective of this contract is ‘to contribute to the effective implementation of the MIP 2021-2027’. The specific objective of this assignment is to support the European Union Delegation to Zimbabwe in the identification and formulation of a comprehensive and coherent Annual Action Programme 2023 of an indicative amount of 80 MEUR to achieve the highest results as identified in the MIP’. To undertake a comprehensive scoping analysis of the interventions envisaged under the MIP including the TEIs in line with their objectives and to define strategic orientations for their implementation:
• Identifying and analysing underlying policy assumption and frameworks on which the MIP and intervention areas were selected. • Undertaking a comprehensive analysis of strengths, weaknesses, opportunities and threats to current multi-donor or relevant single-donor projects in the identified areas of intervention on the basis of a desk review (previous MIP evaluation, project reports...) and a selected number of relevant field visits.
• Mapping current and future donor programmes in the country to identify areas of concentration and provinces or districts with little or no donor funding.-To consult key resource persons and maps (land tenure, agricultural potential, infrastructures, population density) and conduct preliminary political analysis to identify potential areas of intervention for the EU and build a decision matrix (criteria/weight) to help decision making on options while maximising synergies and complementarity between the various on-going and future interventions. The consultations can be formalised through local and national workshops
• Implementing a preliminary stakeholders mapping and diagnosis in the proposed areas, mainly on the basis of desk reviews and selected field visits. This will include potential target population and markets (including the European market for activities in support of the implementation of the EPA)
• Summarizing all the above analysis of options by applying the decision matrix to each option and agree with the EUD on priority areas and synergies • Defining a coherent set of interventions on the basis of thorough verification of assumptions and risks in the national context of Zimbabwe
• Formulating details and propose implementing partners for the interventions
• Analysing the feasibility of the proposed interventions through comprehensive field visits, possibly with the participation of staff of the EU Delegation in Harare, including consultations with local authorities, civil society and local private sector • Consulting representatives of international NGOs or international Organisations and donors, in particular, EU Member States at the various stages of the assignment.
• Proposing an adequate balance between local activities and policy contributions at the institutional level
• Including a preliminary description of the potential use of EFSD+ guarantees and blending operations, taking into account the investment climate of the country
• Ascertaining substantial attention to women(gender analysis in each intervention), youth and climate change and circular economy were relevant in the interventions, as well as conflicts (conflict analysis in each intervention), decent working conditions, rights-based approaches and human rights • Drafting elements of contribution for the Action Documents for the plan interventions.
• Verifying or defining where possible the baselines and targets for the expected results identified in the MIP, or for the proposed amended results.
• Proposing amendments to the TEIsand their logical frameworks needed to compute the contributions from the interventions to the TEI overall budget. The services we provided were consisting of three phases including Inception and Desk Review Phase, Field Phase, and preparation of the required reports and organisation of a virtual restitution workshop.
