The objective of MCFA is to accelerate access to modern, higher-tier clean cooking services (“CCS”) for urban and peri-urban consumers in six countries: the Democratic Republic of the Congo, Kenya, Mozambique, Tanzania, Zambia, and Zimbabwe (the “Project Countries”). MCFA will do this by incentivising CSPs to establish or scale up existing innovative sustainable local businesses in these African countries to create a local market for clean cooking solutions.
The overall objective of the Assignment is to conduct a thorough due diligence of shortlisted Applicants and their project proposals to:
1) verify that information provided by the Applicants in their project proposals is materially correct;
2) assess the overall commercial, financial, social and environmental feasibility of the project proposal; and
3) identify any related risks.
Subject to a successful due diligence process, Nefco will enter into contract negotiations with the Applicants based on the recommendations presented by the Consultant in the due diligence report.
TASK 1: DEVELOPMENT OF DUE DILIGENCE PROCESS AND PROCEDURES
TASK 2: UNDERTAKE DUE DILIGENCE ON APPLICANTS AND THEIR BUSINESS PLANS:
The scope of Task 2 is to carry out individual technical and financial DD Assignments on the Applicants and their project proposals as called off by Nefco. The scope of each DD Assignment is to:
a) ensure overall compliance of the shortlisted Applicant and the proposed project with MCFA requirements;
b) carry out Due diligence of the Applicant, main project partner(s) and key consortium/partnership agreements;
c) assess potential major regulatory challenges of the project activity and the Applicant and its partners;
d) verify technical and financial capacity of the Applicant and its project partners to implement the project as proposed;
e) assess the feasibility of the business plan and access to resources needed to deliver the number and types of CCS offered; and
f) carry out risk assessment including identification of challenges related to the implementation of the project and material uncertainties/challenges linked to offered CCS delivery.
