The objective of this assignment is to support the Government of Jordan (GoJ) with the development of the comprehensive LTS 2050 document and support all the processes needed for the adoption of the LTS 2050 document and submission to UNFCCC.
The firm will achieve the objectives of the assignment and perform the following key tasks:
- Stakeholder Consultations and Policy Dialogue
- Review of past and ongoing processes and analyses relevant to decarbonization
- Hold project scoping workshops with stakeholders:
- Define the objectives of the analysis
- Identify key sectors and socio-economic parameters to be considered
- Identify a range of possible 2050 targets for GHG emissions and socio-economic/development indicators, considering the identified 2050 target and potential approaches by the National Climate Change Committee (NCCC).
- Discuss economy-wide and sectoral narratives to be investigated
- Identify uncertainty drivers that could affect a decarbonization strategy
- Identify available models, data and modelling gaps.
- Generate technical inception document with overall objectives, approach and high-level review of activities, including a summary of stakeholder engagement and findings.
- Facilitate consideration of 2050 target by the Jordanian Council of Ministers and any other required by GoJ, based on a review of the NCCC
- Ensure engagement with the NCCC and any relevant as needed by the GoJ for consideration of 2050 target.
- Project implementation: collaborative and iterative pathway elaboration and engagement
- Initiate model development and data collection.
- Collaborative and iterative elaboration on development pathways through a combination of:
- Narratives of change: Devise alternative macroeconomic, socioeconomic, political economy end states to (2050, 2060) which embody policy and societal aims, and establish potential alternative development pathways.
- Sectoral level pathways: define technology roll-out trajectories and their enabling conditions through detailed sector-by-sector modelling.
- Economy-wide pathways: Evaluate candidate robust decarbonization pathways to understand macro issues, interplays and systemic effects. Also, reflecting the adaptation challenges and ensuring that developmental objectives can be met and potential trade-offs can be minimized.
- Key enablers of the transformations:
- Enabling macro conditions.
- Policies and measures.
- Institutional reforms (e.g., in public sector organization (mandates, coordination and capacity), planning, public finances, subnational governments and state-owned enterprises, and oversight systems).
- Review the 2050 pathways with citizens, key stakeholders including development partners/agencies, and technical experts through a process of iterative consultations.
- Synthesis report presenting the detailed content of the scenarios.
- Policy recommendations
- Extract sectoral milestones and define policy actions and investment plans: Identification of sector-specific, cross-sectoral and macro-economic measures, actions including investment plans and policies, in coordination with relevant line ministries, technical expert advisors and in consultation with key stakeholders.
- Use results to support NDC updates.
- Establish monitoring for emissions and evolution of exogenous factors critical to LTS success.
- Review policy recommendations with citizens, key stakeholders including development partners/agencies, and technical experts through a process of iterative consultations.
- Review and endorsement by the National Climate Change Committee (NCCC).
- Capacity building
- Develop the capacity building plan and implement based on the assessment of the gaps with the national capacity on various aspects related to the LTS.
- Capacity building includes both technical dimensions (data, models) and process aspects (dialogue facilitation, consultations).
- Capacity building should happen throughout the project, in parallel with the specific activities of the project.
- Capacity building should target both governmental institutions and independent local research partners involved in the project, as a key condition to ensure continuity for the LTS process even after the end of this project.
- Capacity building requires the involvement of external, experienced experts and/or institutions (possibly from the DDP initiative).
- There should be a period of post-training follow-up to help answer questions from training participants.
- Based on the above, develop the comprehensive LTS 2050 document for the consideration of the GoJ.
- Support the GoJ with all the process of the adoption of the comprehensive LTS 2050 (pathways to the adopted target) by the Council of Ministers, based on the endorsement of the NCCC.
