Overall project objective

Technical assistance has been set up to support the full operationalisation of the Moroccan Societe D'Ingenierie Energetique (SIE) in its new form as a Super-ESCO, to accompany the first achievements of the SIE under its new identity as a service company and meet the following objectives:

- Contribute to the development of the SIE team's skills, as well as those of its partners;
- Support the SIE in organising and developing the skills of the Moroccan EE ecosystem;
- Review and improve the SIE's tools, processes and internal procedures;
- Support the SIE in carrying out its first projects;
- Review and implement the SIE's risk managementsystem;
- Review and optimise the management of EE projects;
- Review and support the implementation of a nationaland international fundraising strategy (loans + donations) for the projects;

Service description

• Support and ongoing advice to the SIE in all matters pertaining to operational matters
• Establishment of model EPC contracts for public buildings and industry
• Sectoral mapping of the EE market in Morocco
• Elaboration of technical and economic models for various economic sectors and support towards the establishment of marketing tools to increase EE awareness
• Preparation of a management matrix for the Super ESCO's activities
• Support towards the mobilisation of external financing and establishment of training on the modalities of access and accreditation and procedures of private and public investment funds in the EE sector
• Development of internal procedure manuals, detailed organisational plans and information management
• Organisation of a study tour
