The overall objective of the programme "Energy security and Climate action in the Southern Neighbourhood 2017-2018", which has been adopted by the European Commission in 2017 is to enhance energy security and adaptive capacity of partner countries while fostering their transition to low carbon and climate-resilient economy, thereby contributing to more stable, efficient, competitive and climate-resilient socioeconomic contexts.
The purpose of this project is to provide technical assistance to the Southern Neighbourhood countries to support their transition towards sustainable, low-carbon and climate resilient development through the formulation and implementation of climate actions (mitigation and adaptation) and of sustainable energy policies, with a focus on energy efficiency and the use of renewable energy, both at national and local level.
The key objectives to be achieved under the project are:
- enhanced capacities of ENI South partner countries to implement and regularly update Nationally Determined Contributions (NDCs), to develop adaptation and mitigation plans (including long-term Low Emission Development Strategies) and increasing their knowledge and implementing abilities in the field of Measurement, Reporting and Verification in collaboration with all relevant government bodies as well as in consultation with regional, national and subnational stakeholders
- increased number of local Sustainable Energy Access and Climate Action Plan (SEACAPs), including greenhouse gases inventories and climate vulnerability and risk assessments, developed and implemented in line with the Global Covenant of Mayors principles, leading to concrete actions implemented by local authorities in the Southern Neighbourhood
- improved access to finance mechanisms for project beneficiaries leading to more implementation of sustainable actions at national and local level.
